Because we believe it is our collective responsibility to uplift our fellow Rhode Islanders when and where we can, our associates receive additional paid time to volunteer.</p> <p><b>Why this job matters:</b></p><p>Partner with key strategic leaders in developing business solutions for complex initiatives spanning the enterprise.  Elicit, analyze, validate, specify, verify, and manage the business needs of the project stakeholders, to include customers, partners, and end users.  Lead business owners and executive sponsors through the project initiation process.  Support business areas throughout the entire Project Development Life Cycle (PDLC), ensuring the requirements are accurately translated and tracked throughout the project.  Lead and mentor other business analysts. </p><p></p><p><b>What you will do: </b></p><ul><li>Schedule, plan, and lead requirement gathering and review meetings.  Communicate key decisions and action items.  Develop a comprehensive requirements management plan and schedule.</li><li>Elicit requirements using interviews, document analysis, surveys, business process analysis and descriptions, use cases, scenarios, competitive product analysis, task and workflow analysis and/or requirements workshops.  Use the information gathered to identify problems, opportunities, and solutions for the business to achieve better value.</li><li>Critically evaluate information gathered from multiple sources, reconcile conflicts, decompose high-level information into details, abstract up from low-level information to a general understanding, and distinguish user requests from the underlying true needs.</li><li>Communicate with 3rd party vendors and partners to address technical and business questions, issues, or requests to ensure vendor requirements are accurately captured.</li><li>Integrate research, team ideas, and client feedback into solution requirements.</li><li>Facilitate requirements prioritization based on business value.</li><li>Solicit project cost and savings estimates.  Partner with leadership to document benefit analysis.  Present initial funding request to EPMO Finance committee.</li><li>Collaborate with colleagues and stakeholders to gain a thorough understanding of essential business requirements to ensure all are focusing on the same objectives.</li><li>Collaborate with cross-functional teams.</li><li>Present findings, recommendations, and project updates to various audiences.</li><li>Communicate technical concepts to non-technical stakeholders.</li></ul><ul><li>Create accurate and understandable detailed documentation including meeting minutes, action items and decisions, business requirements, process flows, risks and issues, use cases, and user stories, and weekly status reporting.</li></ul><ul><li>Document and analyze business requirements, processes, and workflows ensuring that requirements statements are complete, consistent, concise, traceable, feasible, unambiguous and verifiable.</li><li>Create or assist in creating technical documentation that outlines how systems should be developed or modified to meet business needs. Review and approve vendor designs for these documents.</li><li>Manage requirements traceability information and track requirements status throughout the project.</li><li>Assist business partners with test planning and quality reviews to ensure solutions meet quality and scope objectives.</li><li>Mentor BA (Business Analyst) staff, monitor and evaluate outcomes, and participate in process improvement.</li><li>Facilitate requirement peer review, providing constructive feedback that supports quality and best practices.</li></ul><ul></ul><p><b>What you need to succeed:</b></p><ul><li>Bachelor’s degree in Business Administration, or related field, or an equivalent combination of education and experience. Master’s degree a plus.</li><li>Seven to ten years in business analysis and solution development, including leading complex enterprise teams through business process integrations, ideally in a healthcare environment.</li><li>Experienced in project management methodology, project development life cycle, and business processes.</li><li>CCBA or CBAP or similar certification</li></ul><ul><li>In depth knowledge of the healthcare industry, of technology, and of processes, such as cross-functional business processes for major operational areas, project management, vendor management, and project life cycle, as well as a broad understanding of legislative regulations.  Blue Cross Blue Shield Association regulations knowledge and experience is a plus.</li><li>Ability to effectively communicate and influence key stakeholders to support proposed strategies, process improvements and operational decisions.</li><li>Ability to convert business strategy into action-oriented objectives and measurable results.</li><li>Ability to motivate, lead and inspire a diverse group to a common goal/solution with multiple stakeholders.</li><li>Ability to understand client requirements, business objectives, and financial constraints.</li><li>Proficiency in requirement gathering techniques, process modeling, and documentation.</li><li>Strong business acumen and political savvy.</li><li>Strong analytical, problem-solving, and critical-thinking skills.</li><li>Ability to collaborate while dealing with complex situations.</li><li>Ability to think creatively and to drive innovation.</li><li>Ability to mentor, coach and provide guidance to others.</li><li>Adaptable and capable of working in fast-paced environments.</li><li>Understanding of technology applications and their use in a healthcare setting.</li><li>Knowledge of relevant tools such as Microsoft Word, Excel, Visio, Project/PWA, and Azure Boards (or other relevant Agile storyboarding tools)</li></ul> <p style="text-align:left"><b>Location:</b><br>BCBSRI is headquartered in downtown Providence, conveniently located near the train station and bus terminal.
